Hoe kun je steden veerkrachtiger maken, zelfs tijdens de oorlog?<\/em>
\n‘In onzekere en turbulente tijden werken oude methoden voor het cre\u00ebren van stedelijke strategie\u00ebn gewoon niet. We moeten met een plan komen dat haalbaar is wanneer middelen schaars zijn en je niet weet wat er morgen gaat gebeuren. Samen met Ro3kvit kijken we naar nieuwe methoden.’<\/p>\n

Kun je uitleggen wat Ro3kvit is?
\n<\/em>‘Ro3kvit betekent in het Oekra\u00efens bloeien<\/em>. Deze Oekra\u00efense NGO is opgericht in 2022 als reactie op de verwoestingen die worden aangericht door de Russische militaire agressie. Het is een coalitie van meer dan 80 professionals uit Oekra\u00efne en daarbuiten die zich verenigd hebben om kennis en methodologie\u00ebn te cre\u00ebren voor de wederopbouw van stedelijke en plattelandsgebieden en infrastructuur. Alle experts hebben ervaring met het ontwikkelen van projecten in Oekra\u00efne of met planning na conflicten. Ten minste 60 procent van de teamleden is Oekra\u00efens. Hoe ben je erbij betrokken geraakt?<\/em>
\n‘INBO voelde een verantwoordelijkheid om Ro3kvit te ondersteunen, eenvoudig en effectief, waardoor ik de kans kreeg om bij te dragen aan de toekomst van Oekra\u00efne. Het is belangrijk voor mij om iets te doen voor mijn land. Het is ook een zeer ecologische manier van ondersteuning vanuit INBO, omdat ik in de context blijf \u2013 ik werk met collega\u2019s, de lokale bevolking, lokale autoriteiten \u2013 dit helpt om te voorkomen dat hoogopgeleide mensen uit Oekra\u00efne vertrekken.’<\/p>\n

Aan welk project werk je?<\/em>
\n‘Ik werd uitgenodigd om lid te worden van het team dat de stedelijke visie voor Zaporizja aan het ontwikkelen is. Deze grensstad, zo groot als Rotterdam, ligt in het zuidoosten van Oekra\u00efne, op slechts 30 kilometer van de frontlinie. Het is nu de thuisbasis van tienduizenden vluchtelingen uit door Rusland bezet Oekra\u00efens gebied. Zaporizja is de stad waar ik ben geboren en waar mijn ouders nu wonen.’<\/p>\n

Hebben stedelijke strategie\u00ebn wel zin als de toekomst ongewis is door de oorlog?<\/em>
\n‘Nou, allereerst vroegen we de stad hoe we konden helpen vanuit onze expertise. En toen we begonnen met het eerste overleg met de gemeente en de bewoners, kwamen er meer dan 100 mensen bijeen in Zaporizja om het te bespreken. In een schuilkelder natuurlijk, want de stad ligt onder voortdurende bombardementen van de Russen. Dus ja, de inwoners van Zaporizja zijn dapper genoeg om naar de toekomst van hun stad te kijken.’<\/p>\n

Kun je de uitdagingen beschrijven waar de stad voor staat?

‘In Zaporizja bijvoorbeeld, een frontliniestad met 700.000 inwoners, verliet een derde van de bevolking de stad op zoek naar een veiligere plek. Tegelijkertijd migreerden evenveel mensen naar Zaporizja vanuit de bezette gebieden. Dit leidde tot een grote huisvestingscrisis en problemen op het gebied van integratie, aanpassing en werkgelegenheid voor de ontheemden.<\/p>\n

De economie van de stad moet zich ook aanpassen, aangezien Zaporizja een groot industrieel centrum is dat logistiek geori\u00ebnteerd was en verbonden was met het industri\u00eble oosten van het land, dat nu gedeeltelijk door Rusland bezet is.’<\/p>\n

Veel plannen die voor de oorlog zijn gemaakt, zijn niet meer relevant en moeten worden herzien om rekening te houden met de nieuwe realiteit. We proberen ook te begrijpen hoe we onmiddellijke behoeften kunnen combineren met verbeteringen op de lange termijn.<\/p>\n

Het hebben van een strategie zal ook helpen bij het aantrekken van donoren en investeringen in de toekomst.<\/p>\n

Is het niet moeilijk om in zo\u2019n complexe context te werken?
\n<\/em>‘Ja, de opdracht is moeilijk, de uitdagingen zijn enorm, de verantwoordelijkheid die we voelen is enorm. De Oekra\u00efense samenleving ervaart de tragische gevolgen van de oorlog waar we nu mee te maken hebben. Het is belangrijk om met mensen samen te werken en naar verschillende stemmen te luisteren. We moeten zorgen voor participatie en betrokkenheid van het maatschappelijk middenveld bij besluitvormingsprocessen op alle niveaus van ons werk.’<\/p>\n

Wat is de volgende stap, hoe kijk je naar de toekomst?<\/em>
\n‘Ik heb besloten om terug te keren naar Oekra\u00efne, ook al is de oorlog nog niet voorbij. Ik geloof dat ik als professional meer kan doen voor onze veerkracht als ik daar ben. Ik wil niet alleen plannen en aanbevelingen ontwikkelen, maar er ook samen met mijn mensen staan.<\/p>\n

Ik hoop ook dat we in de toekomst onze professionele solidariteitssamenwerking met INBO en andere Nederlandse bedrijven kunnen voortzetten en er wederzijds voordeel uit kunnen halen.’<\/p>\n
